Jacinta, Simon and Jocelyn will share with us how Statistics NZ has incorporated the guiding principles of the Treaty of Waitangi such as partnership, participation and protection of the rights and interests of Māori in the IDI Tikanga Framework ‘Ngā Tikanga Paihere’, and their experiences to date applying it.

Maori have long been concerned about being the subject of research and research findings but not active in the design, development, evaluation or even the reporting back process. Furthermore, researchers, often working independently or on contract to non-Māori organisations or government agencies, are often not accountable to iwi-Māori particularly when Māori are a key focus or significant in the research. Part of Stats NZ’s response to this concern has been to develop a Tikanga framework, Ngā Tikanga Paihere, as part of the criteria for making decisions about access to IDI data. The framework compliments the ‘5 Safes’ from a Te Ao Maori perspective. The tikanga together with the ‘5 safes’ have application for researchers beyond data access – they enable researchers to design their approaches in collaboration with Maori.
